Abstract

Digital library transformation in coastal areas faces complex structural challenges yet remains understudied in Indonesia. This study analyzes library service digitalization implementation, factors affecting its effectiveness, and its contribution to strengthening information literacy among coastal communities in Sampang Regency, East Java. Using a qualitative case study approach with 10 purposively selected informants and source-method triangulation (Miles & Huberman, 2020), findings reveal that Sampang's library is at a partial digital transformation stage SLiMS automation, online OPAC, and social media services are operational, but constrained by unstable internet infrastructure (41.7% penetration in remote coastal areas), low user digital competencies, and limited budget allocation (18% of IDR 2.3 billion for digital development). Nevertheless, digitalization has improved information-seeking among students and coastal youth. The principal contribution is the Coastal Community-Based Digital Library Empowerment Model (CCDLEM), a new conceptual framework explicating the causal chain between service digitalization, information access, information literacy, community empowerment, and coastal community well-being. Findings advance inclusive library policy and reinforce SDG 4, 9, and 10 in archipelagic regions
